Dear Judge Whittemore,

 

I am writing to you on behalf of Colonel (retired) Thomas Spellissy.  I am a retired LTC with 20 years of service in the U.S. Army, a graduate of the U.S. Military Academy at West Point and currently President of Saab International USA.

 

I have known Tom for 6 years and can strongly state that he is man of superb character, a professional top notch soldier, trusted officer, respected leader, good friend, loving husband and father.

 

I have followed this trial very closely, because I believe in Tom’s innocence. I know most of the players involved in this case and understand the military processes involving acquisition of military equipment. In Tom’s former position as PEO-SP, he performed magnificently as he provided our soldiers with the most advanced equipment very quickly to support the global war on terror. He is a true patriot who loves this country and our soldiers.

 

I believe the investigation initiated against Tom was misguided and initiated by a letter from a disgruntled competitor consultant. This investigation that was focused on these alleged charges were proven false, but led to other evidence which appears on the outside to be damaging. However, the prosecution’s star witness (Bill Burke) testified that he never took a bribe, Tom never bribed him and the two money payments were for legitimate work done.  Mr. Jim Pettigrew, Burke’s government supervisor - testified, he investigated Burke's work and found no evidence of “preferential treatment” for Spellissy and his clients. 

 

I ask as you review this case and evaluate the evidence presented, that you overturn the verdict against Tom Spellissy. Thank you for your consideration.
